About the Job

Key Accountabilities/Responsibilities

• Delivery – Manage projects from initiation through to closure, to ensure that projects are appropriately structured to achieve the maximum chance of success (time, budget, scope, quality).  Ensure efficient and timely monitoring and reporting to required stakeholders.

• Financial Management – Manage the preparation of project cost estimates for gating submission/funding approval, and subsequently manage and report project delivery against agreed costs, to; maximise operational efficiency, optimise the cost / benefits of resource mix, forecast and manage the cost impacts of scope change.
   
• Benefit Management –Monitor benefits against what was predicted in the business case and ensure all participants are informed and involved throughout the change programme. Awareness of dependences between the project and its benefits and actively managing these in liaison with the impacted REST business units.
   
• Stakeholder management – Engage, inform and negotiate with regulatory change stakeholders, particularly the sponsor, business owner, impacted Rest business units, vendors and parties responsible for the services after project completion, to identify, manage and monitor compliance with reform obligations.
   
• Project Governance – Adherence to Rest delivery methodology and governance framework to ensure stakeholders have a clear understanding of their role and that the required decision making and escalation processes are in place to help achieve the required outcomes.
   
• Partner and vendor management – Manage vendors to deliver solutions for the project to ensure adherence to schedule, quality outcomes, cost effectiveness, appropriate risk management and seamless integration with other project delivery streams, including:
  • Define the commercial framework/terms;
  • Monitor and report progress and performance against agreed deliverables and quality and performance expectations;
  • Manage contractual performance and quality, ensuring program requirements are met effectively/efficiently and problems are managed and escalated when required.
• Risk and Issue Management – Effectively manage risks and issues by identifying and documenting risks and issues to projects and developing effective mitigation/management strategies according to Rest risk framework by:
  • Leading and managing the identification of risks and impacts associated with project delivery.
  • Managing and leading the development of risk mitigation plans
  • Facilitating informed risk management decisions by reporting and communicating risk assessments and plans to the necessary stakeholders
  • Direct the identification, monitoring, reporting and escalation of issues and/or problems associated project delivery, including challenging and influencing stakeholders as required to enable the achievement of project deliverables and benefits.
• Lead, mentor and guide project team members to:
  • Ensure that resources are optimally utilised.
  • Build capability across Rest on methods, techniques, and approaches to project management

Are you an Scrum Master with experience of leading a Scrum Practice and developing both the people and capability of the practice?

Rest Super continues to develop its Scrum practice capability and Agile methodology way of working to drive consistent quality and governance across the organisation. To enable us to do this, we wish to engage an expert Scrum Master with a history of developing people, services, performance, frameworks and capability, resource management, partnerships and stakeholder management.

As an integral member of the Portfolio Delivery Senior Leadership Team, you will provide strategic thought leadership, collaborative operational improvement and business unit management support for the broader PD function.

Key Accountabilities/Responsibilities

• Provide strategic thought leadership to the Portfolio Delivery function, the Scrum Manager Practice and agile ways of working at Rest, including strategy, innovation, employee value proposition, integrated operational improvement and best practice techniques tailored to Rest needs.
• Design and oversee quality of Scrum Management services, responsible for achieving key performance targets and practice objectives related to change planning and execution, stakeholder satisfaction and capability maturity. 
• Develop and manage the Scrum Management capability maturity roadmap and responsibility for the Scrum Management and agile ways of working frameworks including processes, policies, exemption management, tools, competencies and knowledge management.
• Strategic resource management includes workforce planning for future skill requirements, talent acquisition, managing an optimal balance of permanent and contingent resources to develop IP, engagement, performance whilst minimising cost and risk.
• People leadership and development, role model the Rest values and drive employee engagement across the DTD and broader Rest teams.
• Work with our key internal and external partners to provide safe, efficient and effective Scrum services, proactively manage our key PD stakeholder relationships.
• Provide proactive business unit management support to GM Portfolio Delivery.
• Support and enable the transition and management of agile ways of working at Rest.

As part of our wider Real Estate Management division, you will manage key relationships with tenants and service providers, whilst also making recommendations to improve the environmental performance of our clients’ assets. Your ability to manage budgets effectively and contribute to investment plans to maximise asset values will also be key, as will the ability to control costs and expenditure.

Other key accountabilities include:

• Ensuring building compliance and driving initiatives on engineering standards across the business
• Managing the presentation and day-to-day operations of allocated properties, including security, maintenance and safety
• Manage the approved OPEX and CAPEX budgets
• Developing strong relationships with internal and external stakeholders, including tenants, clients, contractors and colleagues
• Reviewing the monthly operating expenditure against budget
• Working with Property Managers to produce monthly client reports as required
• Ensuring all planned preventative maintenance is executed in accordance with schedules
