Ensure the accurate and timely preparation of annual financial statements in accordance with Australian accounting standards and local government regulations, while maintaining the integrity of financial assets and overseeing a robust internal audit process.

What you’ll be doing:

• Development of the Annual Financial Statements in accordance with Australian accounting standards and local government regulations.
• Liaise with the internal auditor - accountability to effectively communicate and collaborate with the internal auditor, while also taking responsibility for investigating and implementing recommended improvements in internal control processes. This includes analysing audit findings, developing action plans, and ensuring their implementation to enhance the effectiveness and efficiency of internal controls.
• Responsible for providing a comprehensive audit trail, documenting all actions taken, and verifying the quality of the implemented improvements.
• Developing the long-term capital works budget for the organisation.
• Accounting for Developer Contributions and acquitting the developer contributions against the capital works expenditure.
• Maintaining the integrity of the financial assets within the asset management system.
• Preparation of the quarterly financial Capital works reports
• Maintain the long-term budget model.
• Knowledge and understanding of implementing personnel practices and staff development schemes, whilst contributing to long term staffing strategies.

• Responsibility in policy formulation with well-developed analytical, investigative and system problem solving skills. Essentially obtaining the ability to consider potential risks, benefits and trade-offs associated with each policy option.
• Excellent computer skills including proficiency in the application of Excel to obtain data from a mainframe system for manipulation in a networked PC environment.

The City Laws team promotes and protects safety and amenity outcomes and ensures that Council's statutory obligations under relevant Acts and Regulations are met through educational and regulatory frameworks by delivering essential animal management, illegal dumping, livestock control and local law services to the Hume community. 

What you’ll be doing:

• Detect breaches to legislation, establish facts through investigation and take appropriate action in accordance with legislative powers and Council requirements – including issuing legal directions, infringements, official warnings, and preparing materials for briefs of evidence for legal proceedings.
• Respond to community complaints/concerns in a timely manner, providing accurate advice and information in respect to legislative responsibilities and relevant Council policies and processes.
• Positively engage with community members and businesses to encourage voluntary compliance.
• Build the communities awareness and understanding of local laws, relevant acts and their requirements to assist them in meeting their responsibilities.
• Monitor and update Council’s service request management system. Accurately record actions taken in response to complaints/investigative outcomes.
• Collate high-quality evidence, prepare reports, take statements and prepare relevant materials for briefs of evidence.
• Seize and impound animals, goods, equipment and vehicles.
• Conduct regular inspections of permit holders and patrols of public places.

• Participate in the City Laws emergency after-hours roster for dogs, cats, wandering stock, danger or nuisance issues and resolve such matters.
• Conduct school crossing supervisor duties when required.

• Assist in the prioritisation and triaging of competing service requests based on risks-based assessments.

• Ability to interact with other staff, the public and representatives of government and other external organisations in a way that achieves outcomes and instils confidence, respect, trust and cooperation.
• Exhibit courtesy and empathy when dealing with the public, listen and respond to enquiries and maintain composure during difficult interactions
• In-depth knowledge of local laws, other relevant legislation and associated procedures pertaining to enforcement action – including infringement issuing and prosecution proceedings.

Develop and implement plans, strategies and policies relating to sport, recreation and leisure in the City of Hume that respond to the current and future needs of Hume’s growing and diverse community.

What you’ll be doing:

• Develop new and review existing Hume sport, recreation and leisure related strategies, policies and plans ensuring they are consistent and linked with Council’s broader business and resource planning and reflective of Hume’s’ future community participation needs. 
• Research, benchmark, and monitor participation, demographic and industry trends in sport, recreation, and leisure to enable effective planning, modelling, provision and management of Hume’s services, infrastructure, and programs.
• Consult and collaborate with the City Strategy Department on growth area development including evidence-based identification of sport, recreation, and leisure infrastructure requirements in future active open spaces. 
• Prepare concise, well written and researched project briefs, tender documents, communication plans, council reports and presentations of a range of strategic projects related to sport and recreation.
• Undertake engagement with community and key stakeholders in accordance with Council’s Community Engagement Framework including development of detailed consultation plans, options papers, survey design and analysis, market research, project website preparation, stakeholder workshops and other engagement methods.

• Liaise with internal departments to ensure an appropriate advocacy agenda is developed and executed for emerging community service issues.
• Contribute to development and implementation of key strategic projects for the City Services & Living Division, including strategies, policies, programs, projects, and events, to offer provision in achievement of identified Divisional and/or team objectives.

The Senior Events and Festivals Officer provides leadership on strategy operations for major events including the award winning Hume Winter Lights Festival, as well as support to events grants and permitting processes.

Provide strategic advice to support the planning and deliver of a vibrant and inclusive events program at one of Melbourne's most exciting Councils.  

What you’ll be doing:

• Facilitate the events permitting process (including guidance, information, templates, and support), to ensure that it is in line with statutory and regulatory requirements, in support of community amenity, and accessible to the community.
• Lead the operational planning, delivery, and evaluation an annual program of events (including major festivals, landmark events, minor events and civic events) ensuring events are safe, well managed, accessible and compliant.
• In conjunction with the Coordinator, Events and Festivals lead the development and implementation of event management plans, risk, safety and emergency management plans for Council produced events.
• As required, undertake systematic reviews of key documentation to ensure accuracy, relevance, and alignment to events practice.

• Extensive knowledge of statutory and regulatory compliance issues as they relate to public events and festivals.
• Proficient in operational planning, delivery, and evaluation of events ensuring they are safe, well managed, accessible, and compliant. 
• Extensive experience or significant understanding of permitting requirements for public events, including relevant legislation and regulatory requirements, and the demonstrated ability to communicate these requirements to the public and build their capacity to achieve them. 
• A demonstrated ability to identify, assess, prepare, and implement risk management protocols for events and festivals.
• Significant experience in operational management of major events and festivals including recent, relevant experience in organising and managing public events and festivals and in the implementation of safe working practices in the events industry. 
• Excellent communication and engagement skills, including the ability to facilitate meetings, develop networks and represent Council positively in relation to event permitting, planning and delivery.
• Proven ability to develop rapport and maintain effective working relationships community and commercial event organisers, volunteers, and contractors.
