We are looking for a Operational Risk and Compliance Lead to support the development, implementation, and change management to embed Cuscal's operational risk management and compliance frameworks to ensure compliance with APRA CPS 230 requirements.     

The Operational Risk and Compliance Lead will provide risk and compliance expertise and oversight, ensuring solutions are sustainable and efficient to maintain. Reporting to the Head of Operational Risk and Compliance, the Operational Risk and Compliance Lead will be the primary contact to ensure correct design and embedment of risk policies and procedures and a key conduit to the operational risk and compliance team. 

The key responsibilities of the role are: 

• Provide subject matter expertise and insights on day-to-day risk and compliance design and implement deliverables and contribute to the project’s success    

• Act as a primary contact between the CPS230 project teams and Line 2 to deliver on risk and compliance milestones within timeframes   

• Lead the appropriate design, documentation and implementation of risk and compliance policies, methodologies, taxonomies, risk and control libraries, procedures, templates and tools   

• Ensure risk management policies, procedures and practices are integrated across different framework components such as risk assessment, control management, incident and issues management, ongoing monitoring and assurance, and reporting. 

• Actively participate in, and contribute risk and compliance expertise to, consultation and education sessions with stakeholders  

• Prepare risk and compliance artefacts as required, including consultation materials on risk and compliance better practices, policy setting, methodology and approach. 

• Review and challenge project deliverables to ensure satisfactory quality and compliance with risk and compliance framework requirements.   

• Support business units in their understanding, identification, and management of operational risks.   

• Engage with other Risk and Compliance team members throughout the project to seek input and achieve alignment in risk and compliance framework requirements.  

• Conduct change management activities including business impact assessments, consultation, communication and awareness sessions, and training with the project team and internal stakeholders. 

• Facilitate the mapping of risks, business operations and controls Assist in the assessment, influencing and monitoring of risk culture.  

About You 
To be successful in this position you will have the following skills and experience: 

• 7+ years of experience in operational risk management within the finance and banking industry  

• Solid understanding of relevant industry codes, standards, regulatory obligations, and APRA prudential requirements, particularly CPS230, and CPS 220, 231 & 232.  

• Risk management experience in business resilience, vendor management and Business continuity management.  

• Operational experience in a Banking or Payment Services environment is preferred.  

• Prior experience with developing and/or implementing risk and compliance frameworks   

• Experience in delivering risk transformation changes and initiatives  

• Proficient in executing change management activities

We are looking for a Head of Operational Risk and Compliance to ensure the effective governance and management of all material operational risk classes and to oversee all compliance with regulatory obligations.  

The Head of Operational Risk and Compliance is responsible for the strategic development, implementation and ongoing delivery of Cuscal’s Operational Risk and Compliance strategies as well as the associated frameworks to enable the effective management of risk to support the achievement of our corporate objectives. 

This is a highly visible role in the business and will be responsible for the delivery of strategic guidance to business leaders and expert counsel in four key areas: 

1. Operational Risk Management Oversight  

• Lead the delivery of the responsibilities of the Operational Risk and Compliance function in its capacity as the 2LOD under the Risk Management Framework 

• Implement and embed initiatives to ensure sustainable practices. This includes, but not limited to, providing information, training, advice and tools to the first line of defence to assist them to identify, manage and monitor risks  

• Provide independent oversight and challenge to the non-financial risk management activities and positions of the business lines

2. Compliance Framework Development and Management 

• Develop, maintain and monitor the implementation of Cuscal’s compliance framework to support Cuscal in complying with legal and regulatory requirements including: 

  • Maintaining Cuscal’s compliance obligations register;  

  • Developing and maintaining the process for identifying and responding to regulatory changes; 

  • Supporting the first line of defence’s compliance capabilities, including by providing compliance tools, templates, systems and training.  

• Design and embed a second line assurance and monitoring program 

3. Risk Governance and Culture 

• Support the development of operational risk and compliance appetite settings for the organisation which clearly articulate the degree of risk the organisation is willing to take in pursuit of its objectives  

• Provide support to develop, implement and review the risk culture framework including regular risk culture assessments.  

• Actively lead and drive initiatives to instil an appropriate risk culture.      

4. Reporting and Continuous Improvement 

• Reporting and advising on framework effectiveness and Cuscal’s non-financial risk profile to the Executive Leadership Team and Board  

• Develop and maintain analytic tools that aid effective non-financial risk management.  

• Ensure that risk management and information systems support accurate, timely and relevant risk and compliance reporting that supports organisational decision making. 

About You 
To be successful in this position you will have the following skills and experience: 

• Relevant Tertiary qualifications in a Business, Management, or related discipline (Master’s degree or MBA desirable)  

• Demonstrated experience (10-15 years+) in operational risk and compliance roles, in the financial services sector, including the design and implementation of effective risk and compliance management frameworks, and a sound knowledge of APRA prudential standards. 

• Demonstrated experience in building risk maturity and capability across the first and second lines of defence and experience/exposure to better industry practice as it relates to non-financial risk transformation  

• Detailed knowledge and experience in the regulatory framework governing Cuscal or capacity to promptly familiarise with same. 

• Strong change management, project management and time management skills with the ability to manage projects from initiation through to completion across multiple projects whilst meeting deadlines and managing a high-volume workload of often-changing priorities.  

• Strong inter-personal and communication skills with the ability to build effective workplace relationships.

The Purpose:

The Member Compliance Specialists are an integral role within Scheme Management, liaising directly with AP+’s Members on due diligence and Scheme compliance issues. The purpose of the role is to manage and monitor Member activity in relation to the Scheme Rules and the supporting documents.

The role will be an SME for their portfolio of Members ensuring efficient and effective management of due diligence and compliance aligning to the company’s strategic goals.

As the Member Compliance Specialist, you will be responsible for:

• Deliver and embed best-in-class portfolio management relating Member accounts and maintain a regular engagement cadence.
• Support and enhance the day-to-day implementation of the Scheme Compliance Framework.
• Coordinate and process member non-compliance tickets with appropriate action within agreed SLA.
• Facilitate non-compliance, remediation and exemptions with relevant stakeholders.
• Ability to understand and interpret Scheme Rules and methodology.
• Work closely with cross functional teams.
• Lead discussions on risk prioritisation using a risk-based approach evaluation methodology.
• Coordinate and recommend the appropriate consequence management to non-compliance tickets, breaches and issues.
• Present due diligence and non-compliance issues to forums and relevant management committees.
• Draft and send out member communications.
• Coordinate and review Annual Attestations process, identify issues and work with the members on remediation plans.
• Maintain accurate records, governance and compliance registers.
• Provide reporting on non-compliance and data trends.
• Provide support to the Scheme Management team and contribute to transformation projects.

The skills & knowledge you need to have:

• 3-5 years’ experience in a Scheme function and payments industry or similar role.
• Knowledge of Scheme Rules and their application to member activity.
• Knowledge of change management frameworks and processes.
• Ability to collaborate and negotiate with internal and external stakeholders.
• Familiarity with regulatory and legal requirements relating to the Financial Services industry.
• Effective workflow management to SLA’s.
• Excellent verbal and written communication skills.
• Bachelor’s degree or the equivalent experience in a compliance, risk management function in financial services or payments industry.
