Key responsibilities
• Facilitate and drive the strategic and operational planning and delivery of lifesaving services through provision of advice and input to LSV’s strategic planning, the Victorian Water Safety Strategy (VWSS) plan and the State Emergency Management Plan (SEMP);
development, implementation and monitoring of project and operational plans to improve and expand LSV’s lifesaving capabilities; provision of strategy, policy and operations planning, advice and support to lifesaving council (LSOC), other key entities on emerging trends and issues; and identify and drive continuous improvement to Water Safety support lifesaving clubs and members as well as monitoring and oversight of key risk management areas as identified in the LSV’s risk register.
? Oversee service development including: development of best practice policy, protocols and operating procedures, standards and systems for lifesaving, emergency management and volunteer support services; oversight of delivery of lifesaving services,
development of the communication network, aerial, marine, rescue services and noted projects; and oversight of strategic delivery of the Australian Lifeguard Service and water-based event services.
? Lead and develop stakeholder and relationship management for lifesaving services, through strong and open relationships with key volunteers and the club captain network, development of relationships with a range of key stakeholders, LSV representation on working groups and collaboration and consultation with other states and territories, national bodies, government, industry and interest groups to develop and promote LSV services
? Identify and pursue business development and funding opportunities to enable the continuation of current and future operational programs and capacity development
? Manage the overall Lifesaving Services business unit including: developing unit annual budgets; appropriately resourcing of all activities to ensure a quality service to members, clubs and the community; providing guidance and leadership to the team to build high performing team who meet and exceed LSV’s customer service expectations; and managing and reporting on progress of projects, activities, state funding and business unit in accordance with set budgets.
? As an executive team member, provide leadership to LSV staff and members and develop a culture of high-performance continuous improvement and innovation.

Experience and qualifications:
Essential experience and qualifications
To be successful in this role you must have:
• 10+ years relevant experience in broad management roles, leading multiple project teams and developing rapport and establish effective working relationships with volunteer members and key industry stakeholders.
• Tertiary qualification in emergency management and/or relevant work experience, with strong knowledge and understanding of water safety, lifesaving, and relevant entities.
• A demonstrated ability to take an analytical approach in developing innovative and strategic business cases, budgeting and operational planning.
• Identify and pursue business development and funding opportunities to enable the continuation of current and future operational programs and capacity development.
• Manage the overall Lifesaving Services business unit including: developing unit annual budgets; appropriately resourcing of all activities to ensure a quality service to members, clubs and the community; providing guidance and leadership to the team to build high performing team who meet and exceed LSV’s customer service expectations; and managing and reporting on progress of projects, activities, state funding and business unit in accordance with set budgets.
• Must have or be able to obtain an employee Working with Children Check.

Desirable experience and qualifications
Whilst not essential, the following will also help you be successful in this role:
• Experience In working in the Australasian Inter-Agency Incident Management System (AIIMS) structure, and experience in managing incidents and larger scale emergency management events.
• Experience working with and supporting Boards & Committees.
• Experience with community based Not-For-Profit organisations, ideally within the
sporting industry or emergency services.
• Good IT Skills and strong computing skills, understanding and use of applications within a Microsoft Windows. MS office environment.
• Experience in negotiating with, sourcing and acquitting funding from government and emergency management.
• Knowledge of water safety, lifesaving, Life Saving Victoria, Surf Life Saving Australia and Royal Life Saving Society Australia.

Salary Offer: $192, 210 p.a + Super
