As a Community Development Officer your role ensures that Council programs, services and projects are inclusive and accessible, adhering to Council’s Social Justice Charter. Support the community and partners to develop and implement community-based projects and initiatives that respond to social justice priorities within the municipality

What you’ll be doing:

• Lead the delivery of Community Development programming through effective project management, and evaluation.
• Implement and/or execute, actions under the Council Plan, Social Justice Charter, other key strategies and community engagement initiatives.
• Facilitate the progress of community capacity building projects and initiatives that enhance wellbeing, improve safety, celebrate diversity, inclusion and strengthen community and social cohesion.
• Identify community needs and factors that will influence community planning through examination of social research, community aspirations, demographic and social data, changing models of service provision and new policy directions.
• Liaise and collaborate with Council departments, the community and other stakeholders.
• Prepare and provide high quality reports pertaining to community development, capacity building and social inclusion projects and initiatives.
• Provide timely advice to the Team Leader Community Development regarding community wellbeing indicators and emerging trends and issues pertinent to the development of Council policies, plans and strategies.
• Apply community development principles in the execution of all responsibilities and duties both with internal and external interest groups. Ensure appropriate and adequate consultation with key stakeholders to resource capacity building activities in relation to community groups and community activity.

The skills and experience you’ll bring to the role:

• A degree or equivalent qualification in Social Sciences, Community Development or a related field, with a focus on community development and some experience, or lesser formal qualifications with substantial experience.
• Demonstrated experience in engaging multiple stakeholders, enhancing public participation and building community capacity through a variety of community development processes, practices and activities.
• Demonstrated experience working with diverse communities and understanding of cultural competency, social inclusion, diversity, inclusion and social justice principals.
• Proven facilitation, presentation, liaison and influencing skills with residents, community groups, other Council departments and organisations.
• Demonstrated experience in identifying funding opportunities, preparation of funding submissions and ability to manage contracts
• Ability to plan, implement, report on and evaluate projects, providing sound and timely advice, information and data on issues relating to diverse and/or disadvantaged communities.
• Ability to influence and drive internal and external structural change to support vulnerable communities to participate in community and work life.
• Highly developed written and oral communication skills including ability to prepare correspondence, reports, financial reports and acquittals.
• Current Driver's licence and Working with Children Check.

The Sports field Maintenance Officer is responsible for carrying out programmed mowing maintenance and improvement works at various Sports reserves, parks, and designated areas within the Hume municipality.

What you’ll be doing:

• Maintain and improve designated sports fields, passive reserve, and other recreational areas.
• Operate Tractors, Front Deck Mowers, Wide Area Mowers, Cylinder mowers, Trucks, Brush-cutters, and other turf related machinery to assist with the maintenance, improvement, and development of Council's assets.
• Inspect / report any damage, vandalism, and/or hazards at each work site prior to work commencing operations and where required report to team leader or relevant council officers.
• Assist in ensuring all staff members possess adequate knowledge equipment usage, including all relevant safety policies, procedures, and inductions.
• Ensure all plant and equipment is fully operational and returned to its allocated location at the end of each day’s usage.
• Assist in accurate recording of work undertaken, for the effective monitoring of the service.
• Assist in recording of plant and its usage of each work site.
• Drive various Council vehicles to transport staff, equipment, supplies to various work sites around the Hume municipality.

The skills and experience you’ll bring to the role:

• Demonstrated relevant knowledge and experience in the safe operation and maintenance of Tractors, Front Deck mowers, cylinder mowers, Wide Area Mowers, Trucks and associated plant and equipment.
• A basic understanding of requirements of the Occupational Health and Safety Act 2004 and relevant Safety Standards and Codes within the industry.
• Experience in maintaining and improving sport fields, parkland, and various open space reserves.
• Ability to deal with difficult situations with composure and personalism representing Council in a positive manner.
• Knowledge and practical application of pruning equipment.

Required Certifications & Qualifications: 

• Certificate III or higher qualification in Horticulture or relevant discipline is preferred but not essential.
• Medium Rigid Truck Licence is preferred but not essential.
• Current driver’s licence.

In collaboration with the Area Arborist and Field Arborist, assist in the implementation of Council’s Tree Maintenance Program to ensure that trees are in a condition which benefits both the community and the Council.

What you’ll be doing:

• Implement works where required, as determined by industry standard tree assessment criteria to maintain trees in a safe and healthy condition.
• Prune and/or remove trees within the municipality where necessary, using elevated work platforms and associated equipment to carry out the tasks safely.
• Assist in the removal of fallen or damaged trees following storms and other emergency situations including work outside normal working hours as required.
• Ensure work site is appropriately signed, and that works are performed in a manner that ensures the safety of staff and the public.
• Ensure that tools and equipment are maintained in good working condition e.g. fuelled, oiled, mixing fuel when required, sharpened, etc.
• Implement Council’s People and Culture Policies regarding Equal Employment Opportunity, Occupational Health and Safety, and Training and Development.
• Assist crew members to ensure the safe operation of associated plant and equipment including demonstration and documentation of safe and responsible work practices, use, operation, and handling of chain saws, pruning and associated equipment in accordance with approved safety standards.
• Assist in identifying sites for tree planting throughout the municipality in underdeveloped parks, nature strips, median strips, roundabouts, and car parks.
• Undertake tree planting to be carried out in accordance with Council’s Street and Reserve Tree Policy.
• Assist in the gathering of data for indicators with the effective monitoring of the service.
• Assist in the identification of training needs and implementation of training to improve work practices of self and group.

The skills and experience you’ll bring to the role:

• Knowledge, skills, and experience in the competent operation of general pruning equipment and practices (AS 4373)
• Demonstrated ability and competence in the operation of Woodchippers, chainsaws (mechanical and hydraulic) and elevated work platform.
• Proven ability to use electronic works management systems in office and on field devices.

Required Certifications & Qualifications: 

• Relevant experience of general pruning equipment and practices (AS 4373)
• Progress toward achieving Certificate III or higher qualification in Arboriculture.
• UET20312 Certificate II in ESI – Powerline Vegetation Control
• Chainsaw Level 2
• Endorsed Truck License up to 13.9 tonnes GCM.
• E.W.P Operator’s Certificate
• Current driver’s licence.
