The Waste and Sustainability department, the Resource Recovery Centres and Closed Landfills unit manages the environmental compliance, remediation and rehabilitation of Council's closed landfills, in addition to managing the operations of Council's two Resource Recovery Centres.
As the Senior Landfill Remediation Engineer, you will play a pivotal role in ensuring the safe, effective, and efficient delivery of these services to the Hume community.
What you’ll be doing:
- Ensure Council’s Closed Landfills are monitored and managed in alignment with all relevant policy, legislation and regulatory requirements.
- Supervise, audit, monitor and review the supervised activities (including external parties), ensuring services are delivered on-time, to a high standard, adhere to agreements, safety and industry standards, and are undertaken in alignment with all relevant policy, legislation and regulatory requirements.
- Develop, oversee, and deliver projects at Council’s closed landfills to meet environmental management requirements.
- Develop and deliver Council’s Landfill monitoring program to ensure compliance with relevant EPA regulations and auditor recommendations.
- Manage and facilitate the delivery of Council projects through the implementation of recognised project management methodologies and in accordance with Council’s Project Management Framework.
- Provide day-to-day leadership of the Closed Landfills Field Officer, engaging them to demonstrate organisational values aligned behaviour, and to optimally achieve service standards.
- Participate in the recruitment, induction, training (internal and external), and performance management of the Resource Recovery Centres and Closed Landfills employees.
- Develop budgets and long-term financial plans for each of Council’s Closed Landfill sites, including for capital works projects.
- Monitor the financial performance of Council’s Closed Landfills, including the provision of forecasts, projections, and the development of financial reports.
- Provide high-quality, professional written and verbal reports, presentations, and advice to the Coordinator Landfills and Resource Recovery Centres, Manager Waste and Sustainability, other departments, the Executive Leadership Team, Council, and other agencies.
The skills and experience you’ll bring to the role:
- Experience and knowledge of closed landfill management and EPA Victoria requirements.
- Experience in the development and successful delivery of projects and programs.
- Knowledge and experience in developing, negotiating, and managing a complex range of contracts and agreements with in-house and external parties to achieve outcomes.
- Demonstrated strong project management skills, safely managing capital and implementation projects from concept to project closure within approved budgets, specifications, program, stakeholder and EPA requirements.
- Demonstrated success in gaining cooperation and assistance from a broad range of stakeholders, through a highly developed negotiation skills to achieve desired outcomes.
- Experience, knowledge and understanding of a range of services disciplines, activities and delivery within a Local Government environment.
- Knowledge and understanding of the Local Government Act and other Statutes and subordinate legislation in relation to closed landfills and Council Service delivery.
Required Certifications & Qualifications:
- Tertiary qualification in engineering, environmental science/management or a related discipline with relevant experience working in the field.
- Current driver’s licence (experience driving light vehicles off-road/at landfills preferred).
