ABOUT the ROLE Reporting to the CIO, this role leads a team responsible for the entire investment cycle of multiple high-value and high-risk loan and grant financing packages, including screening, assessment and implementation of loan and grant packages. The role is integral to providing sectoral and technical leadership for a diverse portfolio of prospective and current investments. It also the key in building the organisational capability by providing intellectual and technical leadership, and through leadership, mentoring and development of others. OVERVIEW of RESPONSIBILITIES (including but not limited to) Lead the development of loan/and or grant packages, including identifying and assessing quality infrastructure projects, conducting negotiations and ensuring investments are consistent with multiple considerations. Lead the assessment of financial and commercial viability, project deliverability, economic benefits, social and developmental value and investment level environmental and social impacts as well as debt sustainability to ensure responsible lending, particularly as that relates to complex or large-scale projects. Manage large, complex programs and substantial resources (people, finances) for successful implementation, with partners, of agreed investments, including engaging closely with senior staff at post on all activities to ensure quality implementation meeting local content and gender equity and social inclusion targets as well as requirements for social and environmental safeguards. Provide proactive strategic advice and prepare documentation including briefing and internal documents to update relevant posts, cross-Government stakeholders, senior managers, the board, Export Finance Australia, and Ministers. Demonstrate a strong record of people and organisational leadership, management skills, and experience in leading multi-disciplinary teams DEMONSTRATED ABILITIES Demonstrated expert knowledge and experience of infrastructure project implementation and program management, ideally in the Pacific and Timor-Leste Demonstrated understanding of infrastructure finance, particularly sovereign lending Proven people management and leadership capabilities, specifically able to lead project teams, and a demonstrated ability to mentor and develop staff Relevant degree qualification relating to either Engineering, Construction, Finance or Project Management Please contact Bryan Creith for a confidential discussion on 0417 211 606 or at
