You will manage and lead the Waste Contracts unit to ensure that the functions and activities are performed by the unit, and its supervised contractors and suppliers, are delivered in accordance with Hume City Council’s policies and procedures, and best practice principles, in addition to State and Federal government legislation, permits, licences, policies, regulations and directions

What you’ll be doing:

  • Provide effective leadership and management of the Waste Contracts unit, to engage and motivate employees to demonstrate organisational values aligned behaviour, and to optimally achieve service standards. 
  • Develop leadership skills within the unit, maximising the contribution of supervisors and employees.
  • Coordinate and lead the delivery of contracted services and procurement activities for the Waste and Sustainability department, including but not limited to; specification development, tendering, submission evaluation, contract negotiation, contract award, report writing, contract extensions and variations, contract management, transition-in and transition-out. 
  • Embed day-to-day contract management practices across the Waste and Sustainability department, ensuring effective application of contractual terms and conditions and the delivery of performance objectives. 
  • Investigate and resolve escalated matters between Council and the relevant contractors, including responding to customer and Councillor enquiries and complaints.
  • Coordinate, plan, develop, and implement relevant actions from Council’s strategic documents, including the Waste and Resource Recovery Strategy 2022-2030, ensuring the timely achievement of actions and requirements. 
  • Actively contribute to the development of the department Business Plan, ensuring the timely and effective delivery of actions related to the activities of the Waste Contracts unit.
  • Undertake public consultation, as required, in relation to proposed strategies, policies, works and services within the Waste Contracts unit.
  • Ensure the Waste Contracts unit is customer focussed, responding to all internal and external enquiries and issues in a timely, accurate and professional manner, in line with Council’s policies and procedures.
  • Develop, implement, and monitor service quality and delivery benchmarks to meet Council and community expectations.
  • Develop and provide inputs estimated contract expenditure for use in budget development across the Waste and Sustainability department, including fees and charges, ensuring optimal resource utilisation and financial sustainability.
  • Monitor the financial performance of contracted waste services, including the provision of forecasts, projections, and the development of financial reports.
  • Ensure the Waste Contracts unit and contractors operate within an appropriate policy framework, consistent with corporate policies and practices, supporting the delivery of services and programs. 
  • Identify the need for policy development and undertake the development and review of policies for approval through the appropriate level in Council.

The skills and experience you’ll bring to the role:

  • Demonstrated contract management skills, with a proven ability to manage long-term services contracts, preferably in waste or another operational context within a Local Government environment.
  • Demonstrated experience complying with and working to regulations, policies, and procedures.
  • Advanced understanding of waste contracts (collections, processing, and/or disposals) and the ability to identify and utilise clauses within contracts to better manage performance, including KPI monitoring and reporting. 
  • Able to effectively contribute to broader growth strategies that leverage the capability delivered by this service.
  • Demonstrated high-level of interpersonal, communications, consultation, and negotiation skills, including the ability to successfully persuade, convince and negotiate to resolve conflicts.
  • Experience and working knowledge in the management and delivery of long-term service contracts, including tender and contract specification development.
  • Highly developed planning skills, including the ability to develop design and implement standards and policy across a range of activities.

Required Certifications & Qualifications:

  • Tertiary qualifications in procurement, contract management, law, management, or a related discipline with relevant experience working in the field.
  • Current driver’s licence.
