We are seeking an experienced Change Manager to oversee comprehensive organisational change management throughout the Council, ensuring efficient and proactive management. This involves actively engaging and involving affected business areas in change activities, facilitating smooth personal transitions, and providing support through effective change interventions aimed at driving adoption and realizing benefits.

 What you’ll be doing:

  • Develop, plan, document and deliver end to end change management across Council, including change impact assessments, stakeholder network maps, engagement plans, communications and training materials, business readiness assessments and adoption monitoring in line with the Hume Enterprise Change Management framework. 
  • Provide implementation advice to business and project leaders on all aspects of change management delivery.
  • Identify the needs, expectations and requirements of stakeholder groups in conjunction with business owners, subject matter experts and program/project managers.
  • Undertake stakeholder engagement activities to gain buy-in and agreement on the change approach, accountabilities and ownership for key transition activities and change outcomes (ensuring end to end ownership). 
  • Identify, escalate (where appropriate) and manage risks and issues that have the potential to impact on the delivery of change management activities or program/project plans. 
  • Play a key role in ensuring projects and organisation-wide change initiatives meet benefits objectives by driving employee adoption and usage. 
  • Work closely with senior business leaders to identify and deliver change initiatives through the life cycles of large-scale organisational projects.

The skills and experience you’ll bring to the role:

  • Strong change management and enterprise change management strategy and execution skills with demonstrated experience of having implemented and managed Enterprise change functions.
  • Qualifications in a relevant in business, management or related discipline, and demonstrated experience (minimum of 8 years) in strategic and operational change management leadership roles.
  • Demonstrated experience in undertaking operational and financial analysis and collation of information.
  • Demonstrated experience in the development of change management plans on complex projects including analysis of data, insights generation and resolution planning.
  • Demonstrated experience in strategic and operational planning, policy development and project management in a complex service delivery environment.
  • Excellent communication, interpersonal and negotiation skills and a commitment to the provision of quality and customer service. Well-developed analytical and conceptual skills and evidence of the ability to manage a variety of complex tasks under tight time constraints.
