About the Position

The Senior Refugee Protection Advisor (SRPA) will play a key role in the delivery of Act for Peace’s regional and global refugee protection work. The SRPA will support the Senior Protection and Policy Advisor (SPPA) in working directly with overseas partners, Act for Peace colleagues, and other relevant regional and international and Australia-based actors to engage globally and locally, and with a particular focus on strengthening regional refugee protection in Asia, including through research, strategic advocacy, and the design and delivery of niche initiatives to identify, support, strengthen and model positive practices in refugee protection.

About the Strategic Engagement Department (SED)

Advocacy is a central means by which Act for Peace (AfP) achieves change and fulfils our purpose and strategic goals. Research, consultations, mutual learning and analysis, and public policy development are all core priorities. AfP undertakes direct advocacy on a wide range of domestic, regional, and international issues, supports joint advocacy initiatives, mobilises supporters for advocacy, works closely with local partners to achieve change through joint advocacy, provides funds for advocacy and strengthens the advocacy capacity of partners.
Within Act for Peace, the Strategic Engagement Department (SED) acts as both catalyst for strategic advocacy initiatives (leading, supporting, or coordinating advocacy within Act for Peace and with external stakeholders) and a facilitator, aiming to ensure that the research, policy development and advocacy work that Act for Peace engages in is meaningful, well-targeted, results-focused and the product of sound research and consultation.
The SED leads in the development of public policy positions within AfP, leads the Agency in the development and implementation of advocacy initiatives, and ensures AfP’s works within contextually relevant cross cutting policies. Our team pursues an ongoing learning and development focus which is designed to continue to improve our work. Our work responds to our policy framework, our strategy, and strong quality and accountability standards.

Essential
• Degree in related discipline (such as law, humanitarian affairs, social sciences, human rights, development studies) or equivalent professional experience
• Sound understanding of international refugee law, human rights law as applies to refugees, and current and historical refugee-related policies, practices, and infrastructure and related responsibilities of states, UN organisations and others.
• Demonstrated ethical research skills and experience and demonstrated high-level analytical abilities.
• At least 8 years of professional experience working in the refugee protection, human rights, humanitarian, or development fields.
• Demonstrated expertise in asylum/refugee protection systems, including refugee status determination, state protection systems, and the international refugee protection regime.
• Sound knowledge of national legal frameworks, regulations, and programs that enhance/impact assistance, protection and solutions for refugees and displaced people (including immigration, border protection, national security, welfare and assistance programs, humanitarian, and development assistance).
• Specific knowledge and experience with refugee protection in the Asia Pacific region
• Demonstrated ability to develop alternative refugee protection laws, policies, and regulatory frameworks.
• Ability to liaise with government bodies and provide specific high-quality legal and technical advice to government authorities on policies, procedures, and programming.
• Experience in developing, undertaking, or evaluating advocacy initiatives.
• Demonstrated experience in researching, consulting, and authoring high-quality research reports, briefings, submissions, and/or other publications within professional and/or academic contexts.
• Strong oral and cross-cultural communication skills
• Capacity to juggle competing demands to meet tight deadlines, and to be self-directed.
• Experience in drafting or analysing social policy.

Desirable
• Lived experience of displacement or integrating in another country or cultural context
• Post-graduate level qualification in a relevant discipline (such as refugee law, humanitarian affairs, social sciences, human rights, development studies)
• Project management experience within a refugee protection, humanitarian, development, or human rights context
• Experience in developing proposals for donor funding
• Expertise, experience, and networks derived from working with displacement situations in the Asia-Pacific region.
• Expertise in AfP strategic priority areas and/or existing knowledge gaps, such as: localisation, meaningful participation, and leadership of displaced people; coordination and collaboration through a ‘whole-of-society’ approach; internal displacement; and displacement in the context of disasters or slow-onset processes such as climate change.
