The Applications Lead will be responsible for the development and implementation of good practice governance and applications lifecycle support and management for the council. This newly established function will be accountable for the operational lifecycle of councils applications as well as the continual development and improvement of councils application ecosystem of currently more than 100+ Council Enterprise Services.
What you’ll be doing:
- Application Support L5 – Delivering management, technical and administrative services to support and maintain live applications.
- Ensures that all requests for support are dealt with in accordance to set standards and procedures.
- Drafts and maintains procedures and documentation for applications support.
- Work with internal and external auditors to complete annual audit requirements and to remediate and correct any findings.
- Mature the security controls and ensure sufficient security practice enabling Confidentiality, Integrity, and Availability in our shared applications.
- Implement a cloud first application strategy that will see all applications shift to SaaS or PaaS platforms over a 5-year period.
- Problem Management L5 - Managing the life cycle of all problems that have occurred or could occur in delivering a service.
- Ensures that appropriate actions are taken to anticipate, investigate, and resolve problems in systems and services, and that these issues are thoroughly documented in the relevant reporting systems.
- Incident Management L5 - Coordinating responses to incident reports, minimising negative impacts and restoring service as quickly as possible.
- Develops, maintains, and tests incident management procedures in agreement with service owners.
- Systems Software L5 - Installing, managing, controlling, deploying, and maintaining infrastructure systems software, to meet operational needs and service levels.
- Software configuration L5 - Designing and deploying software product configurations into software environments or platforms.
- Systems integration and build L5 - Planning, implementing, and controlling activities to synthesise system components to create operational systems, products, or services.
- Change Control L5 - Assessing risks associated with proposed changes and ensuring changes to products, services or systems are controlled and coordinated.
- Continuity Management L5 - Developing, implementing, and testing a business continuity framework.
- Product Management L5 - Managing and developing products or services through their full life cycle from inception, growth, maturity, decline to retirement.
The skills and experience you’ll bring to the role:
- Experience in a lead applications or product manager or similar role, preferably within government or enterprise environments.
- Maintains thorough knowledge of recognised industry bodies of knowledge both generic and specific, and knowledge of the business, suppliers, partners, competitors, and clients.
- Strong understanding of software architecture principles, design patterns, and enterprise integration concepts.
- Proven experience as a product manager, senior applications administrator, or a similar role, ideally within government or enterprise environments.
- Strong understanding of software development principles with demonstrated success, and proficiency in designing and implementing scalable, reliable, and secure software solutions.
- Demonstrated experience in the implementation of shared applications services and the establishment of a well governed applications management principles.
- Exceptional communication and interpersonal skills with the ability to collaborate effectively with cross-functional teams and stakeholders.
- Excellent analytical and problem-solving skills with keen attention to detail, exceptional communication, and interpersonal skills for effective collaboration with cross-functional teams and stakeholders. Hands-on experience with cloud platforms and SaaS products, with Technology One experience highly regarded.
Required Certifications & Qualifications:
- Degree in Computer Systems, Computer Science, Product Development, Data Science, or a related field.
- Industry certifications in Microsoft and cloud technologies, as well as enterprise systems in use at the council, and certification in ITIL4.
