Project Overview
The Queensland Train Manufacturing Program is a multibillion project starting in 2023 with an estimated full train sets manufacturing and delivery by the end 2031. The project includes the design, construction and commissioning of: a new manufacturing facility in Torbanlea, 65 EMU train sets (390 cars) and a new maintenance facility in Ormeau in Queensland. The new train sets will be manufactured, tested and delivered from Torbanlea Manufacturing Facility. The state of art train design for safety, communications, security, accessibility, amenity and comfort for the passengers and rail operational staff will meet all specifications and latest standards requirements.
A combined local and overseas design engineering team will be integrating the train subsystems design and delivering the manufacturing documentation for the trains to be manufactured at Torbanlea Manufacturing Facility in cooperation with Fraser Coast and Queensland rolling stock equipment local suppliers. The local design team will be working with the overseas design team and local and overseas suppliers to assure the train sets design submissions, compliance, manufacturability, reliability, maintainability and safety for the train’s operational life of minimum 35 years.
Role Overview
The Quality Manager (Rolling Stock) will be responsible for leading all quality management requirements of the QTMP project. This role will play a critical part in ensuring that the rolling stock meets and exceeds the highest standards of quality, safety, and reliability. The Quality Manager will oversee all aspects of quality control, quality assurance, and testing processes for rolling stock, working closely with cross-functional teams to drive continuous improvement and uphold our commitment to excellence. The Quality Manager will represent HRC Quality standards and requirements and be the Quality Assurance point of contact for the end customer for QTMP.
Key Responsibilities
Develop and implement quality management standards for rolling stock, including policies, procedures, and protocols to ensure compliance with regulatory requirements, industry standards, and customer specifications.
Lead a team of quality engineers, inspectors, and technicians responsible for quality control and assurance activities throughout the manufacturing, assembly, and testing phases of rolling stock production.
Establish quality metrics, Key Performance Indicators (KPIs), and quality targets to measure and monitor the performance quality management standards, and implement corrective actions as needed to address deviations and non-conformities.
Conduct regular audits, inspections, and quality reviews to assess the effectiveness of quality control processes, identify areas for improvement, and ensure adherence to quality standards and specifications.
Collaborate with engineering, manufacturing, supply chain, and maintenance teams to implement design for manufacturability principles, ensuring that quality considerations are integrated into the product development process from concept to production.
Develop and maintain relationships with suppliers and vendors to ensure the quality and reliability of components, materials, and equipment used in rolling stock production, and implement supplier quality management initiatives to drive continuous improvement.
Responsible for reviewing the preparation, content and layout of the Quality Management and Assurance documents for each phase of the project in conjunction with the respective Quality Manager
Manage the testing and validation of rolling stock products, including prototype testing, performance testing, and certification testing, to verify compliance with safety standards, performance requirements, and customer expectations.
Investigate and analyse quality issues, customer complaints, and warranty claims related to rolling stock products, and lead root cause analysis efforts to identify underlying causes and implement corrective and preventive actions to prevent recurrence.
Provide training, guidance, and support to employees on quality management principles, methodologies, and best practices, fostering a culture of quality excellence and continuous improvement throughout the organisation.
Prepare and present regular reports and updates on quality performance, test results, and improvement initiatives to senior management, highlighting achievements, challenges, and opportunities for optimisation.
Ensure all key Quality document deliverables outlined as per project requirement are updated and provided to the relevant PIC in accordance with key project milestones.
Laise with and conduct regular stakeholder engagements with external quality counterparts and end customer.
Selection Criteria
Essential
Bachelor's degree in Engineering, Quality Management, or related field
4 years of experience in quality management, preferably in the rolling stock industry
High level of experience within Quality management system applications in manufacturing / production environments. (Understanding of ISO9001 Requirement)
Demonstrated expertise in quality assurance methodologies, quality control techniques, and testing procedures
Strong leadership skills with the ability to effectively lead and motivate cross-functional teams
Excellent analytical skills with a keen attention to detail and the ability to drive data-driven decision-making
Effective communication skills with the ability to articulate complex technical concepts to non-technical stakeholders
Proficiency in quality management software tools and systems
Desirable
Diploma in Quality Auditing
